JOHN C. SIMMERS - Chief Executive 0fficer

John Simmers is the Chief Executive Officer of Frasco, Inc. and is in charge of total management of the entire company. Mr. Simmers joined the firm in 1973 as an investigator trainee and worked his way up to his current position as CEO. He is a licensed private investigator and an active member of the California Association of Licensed Investigators.

An expert in insurance defense, Mr. Simmers has spoken at numerous workshops and seminars on the subject of fraud investigations. He is also approved by the California State Bar Association to provide Minimum Continuing Legal Education (MCLE) credits on the subjects of surveillance, backgrounds, and general corporate investigations. He has spoken to over five hundred attorneys in California in the last two years.

Additionally, Mr. Simmers has co-authored a book with Robert Frasco on the subject of Workers' Compensation fraud, which is entitled Workers' Compensation Abuse: An Employers Guide to Combating Fraud Through Early Intervention Investigation. The book is a serious study of the problems now facing employers and the important role that investigators play in identifying, investigating, and eradicating fraud in the workplace.

JASON J. SIMMERS - President

Jason Simmers, President of Frasco, Inc., oversees the day-to-day operations of the company and its offices throughout the United States. He is experienced in the areas of Workers' Compensation, disability and liability investigations and has worked on numerous complex civil and criminal court cases, assisting attorneys with trial preparation.

Jason began his career with Frasco in 1997 as an investigator and has worked his way up through the ranks to his current position of President.

Mr. Simmers regularly speaks on the subjects of ethics and the legalities of investigations at Minimum Continuing Legal Education (MCLE) seminars for attorneys. These presentations address surveillance, backgrounds, and corporate and workplace issues.

Jason holds a Bachelor's degree in Accounting from the University of San Diego and a Masters of Business Administration from the University of Southern California.

TIMOTHY W. HARPER - Vice President, Special Investigations Unit

Tim Harper is the Vice President of the National Special Investigations Unit. He has extensive experience in corporate defense matters such as diversion of product and substance abuse. He is experienced in the areas of Workers' Compensation, Property and Casualty, and surveillance investigations. Tim regularly speaks on the subject of fraud awareness and identification and the effective use of surveillance.

Mr. Harper has fifteen years combined experience with the Berkeley and San Leandro Police Departments. He joined Frasco in 1991 as field investigator in the Bay Area office, became the Branch Manager of the Sacramento office in 1993 and Vice President in 2002.

Tim holds an Associate of Arts degree from Chabot College in Hayward, California and has completed many specialized training courses through the Department of Justice.

JEFFREY L. DAVIS - Vice President, Business Development

Jeff Davis, Vice President of Business Development for Frasco, is a well-known and experienced professional within the insurance investigations arena. Jeff brings to Frasco over 20 years of experience in sales management and business development.

Prior to joining Frasco, Mr. Davis was the Executive Vice President of a national investigations firm, where he established the firm's sales and marketing program and led the organization's Business Development initiatives not only within the U.S., but internationally as well. Additionally, Jeff is credited with successfully implementing various business models within the organization's sales platform as well as a well-rounded menu of various investigative services that were sold and marketed on a global basis. He has conducted numerous training and sales presentations on a national basis and is easily recognized as a business development leader within the industry, both in the U.S. and internationally.

Jeff is a graduate of Jacksonville State University where he holds a Bachelor of Science degree in Business Administration.

NOELLE K. HARLING - Vice President, Frasco® Profiles

Noelle Harling is the Vice President of Frasco® Profiles, Frasco's consumer reporting division. Ms. Harling is a nationally recognized expert on employment screening, as well as a published author and frequent speaker and trainer on the subject.

Ms. Harling joined Frasco in 1992 as a Workers' Compensation Investigator and worked her way up through the ranks to her current position of Vice President. Her diverse investigative experience has given her a keen perspective and a strong working knowledge of workers' compensation, liability, and workplace issues, as well as recruiting, policies & procedures, interviewing, insurance, and of course employment screening and drug testing.

An active and founding member of the National Association of Professional Background Screeners (NAPBS), Ms. Harling was the first ever Chair of the Ethics & Accreditation Committee and was responsible for leading the committee in drafting the association's Code of Ethics, as well as the Standard for the Background Screening Agency Accreditation Program.

Ms. Harling is a former member of the NAPBS Board of Directors, as well as a former member of the Background Screening Credentialing Council, a thirteen member governance committee that oversees the accrediting of background screening companies nationwide. Ms. Harling is also the only recipient of the NAPBS Distinguished Service Award and was presented this award based on her overall service to NAPBS and the consumer reporting industry as a whole.

RICHARD F. SMITH - National Director, Business Development

Richard Smith, National Director of Business Development for Frasco, is a well-known authority on complex investigations. His areas of expertise include the identification and prosecution of fraudulent Workers' Compensation claims, Workplace Investigations, surveillance, interrogation, arson investigation, and security policy and procedure consulting.

He is frequently called upon to speak on many of these issues before claims professionals, law firms and corporate associations. He has provided training to over 3,000 claim professionals and attorneys on a variety of investigative topics, and is an instructor and frequent guest speaker for the Insurance Education Association.

Mr. Smith started as a field investigator for Frasco in 1988 and has worked his way up through the ranks to his current position. Richard began his career in investigations at the Erie County (NY) District Attorney's office.

Richard holds a Bachelor of Science degree in Criminal Justice from the State University of New York College at Buffalo. In addition, he holds a Certificate of Fire Investigation from the New York State Academy of Fire Sciences and a P.O.S.T. (Police Officer Standard Training) Background Investigation Certificate.

ADAM McMAHAN - Director of Claims Operations

Adam McMahan is the Director of Claims Operations for Frasco in the San Diego office. Adam is experienced with insurance defense investigations, including Workers' Compensation, fraud, and liability claims.

Mr. McMahan began his career with the San Diego County Probation Department. Adam was also the Area Loss Prevention Manager with a major retailer, where he conducted numerous internal and external theft and fraud investigations and oversaw physical security and loss prevention training for sales and management staff for several stores.

Adam is a graduate of San Diego State University and holds a Bachelor of Science degree in Criminal Justice Administration. He is also professionally trained in interviewing techniques.
