According to NAPBS, the award recognizes Noelle Harling for her meritorious service to NAPBS as a three-term chair of the NAPBS Ethics and Accreditation Committee. Noelle Harling was selected by the NAPBS Board of Directors and the award was presented at the 2007 Annual NAPBS Conference at the Marriott Renaissance Austin Hotel (Austin, TX).
